Within the framework of the program of rational use of the state-owned pastures in the highland regions, the agricultural cooperatives identified through the competition were given the milk processing enterprise at 25% of the market value.

The program included two components:

• The component of the milk processing plant built in the village of Shuafkho of Dusheti municipality - provided for the transfer of the milk processing plant built in the village of Shuapkho of Dusheti municipality with the capacity to process 2 tons of milk per day.
• The component of the milk processing enterprises to be built in the municipalities of Akhalkalaki, Dmanisi and Tsalki - provided for the village of Akhalkalaki municipality. In Kotelia, village of Dmanisi municipality. in the village of Tsalki municipality To identify the beneficiary agricultural cooperatives through a competition in order to transfer the enterprises for the construction of 10 tons of milk processing capacity per day in Tbet (Khadik).

The program was implemented in 2019-2021. Within the framework of the program, 4 contracts were signed with 4 unique beneficiaries/cooperatives. The amount of investment amounted to 258,500 GEL, of which 232,440 GEL is the co-financing of the agency determined by the agreement;
